Can a loan be taken out against a home that is paid for and part of a probate succession?

Sole owner of home, which was purchased as a cash purchase, was my mother. She passed away last year, leaving my sister and I as sole heirs. I’m the executrix/administrator of the estate. There may be outstanding bills that need to be paid. Funds are low so I’m looking for ways to cover paying them.
The loan would be under the estate and only use would be for estate liabilities. The loan would not be for personal use.
