Ohio’s convoluted adoption law imposes a 3-tier birth certificate access system that discriminates against adult adoptees by creating artificial barriers no other citizen has to endure. Adoptees born after 1996 can have their right to access their own original birth certificates taken away based solely on the decision of their birth parents. Adoptees born between 1964 and 1996 are at the mercy of a probate court judge’s decision whether they can access their original birth certificates. Only adoptees born before 1964 have unrestricted access to their birth certificates like any other citizen.
